Not that a tie-down system vs. plastic bedliner is conclusive... I would say that you are in the minority of TC'ers who use plastic, but if it works then no sense changing what works. :)
Again, maybe I'm the exception ... I use the Fast Guns system. Points to note, we do not go off the beaten track and I have a light throttle and brake pedal touch.
I too experience occasional porpoising on concrete roads with expansion joints. Seems to be much better with the Sumo Springs installed.
I agree with adamis ... knowing the specific weights being carried on both axles (la2jax ... go to a weigh scale and get the facts) and then adjusting the tire pressure to match is where I would start. I would also try the "tire chalk test" as I adjust the tire pressures.
