The way I am interpreting this, the TC manufacturer's COG should be ahead of the rear axle. I don't see where the illustration in this post is on the rear axle. Actually the picture looks to me like exactly what many TC manufacturers show in their literature.
Is it true that all or most long TCs come from the manufacturer with the manufacturers providing a COG that is behind the rear axle?
And if that is the case, I don't see how it is Ford's ignorance. The specs simply state where Ford thinks it should be for optimum handling. TC manufacturers and owners will do what they will do.
