Modern tie downs normally will not be attached to the metal bed side rails anymore, but instead will have brackets attached to the frame, that extend outward, and then the spring buckles will attach to that and the camper.

I guess they can work - even when upside down. But I would not recommend trying this.

Does your tailgate have 48" between the sides of the "U" opening? If you have that much clearance, then it should fit. You would need something like the Torklift bracket system, and perhaps if the camper extends behind the rear of the camper, you would want the dual tube "SuperTruss" hitch system.
