To the best of my knowledge, none of the PA state parks have water hookup. They all have pet sites grouped together, so you're with other pet lovers. While they do have leash restrictions, I've never been busted for letting Lilly loose to run in a remote spot.
If you want a water hookup, maybe Raystown Lake would suit. I've never stayed there, but you couldn't ask for a bigger lake for your dog to swim in.
