The cost sounds reasonable to me. He had to pull all four wheels and if he turned the rotors he should have put new pads in the front. I would agree that turning today's thinner rotors is not the better solution - buy new rotors. I've heard costs of a complete brake job on a car can run as high as $800. My recent brake job on my F350 dually with all new pads and two front rotors was almost $400 with me doing the labor.
