I didn't even realize people even turned rotors anymore. I haven't had a rotor turned in decades...literally. The last one had to be back in the 70's.
Seems a little high, not that bad though. New front pads-$50, turn the rotors-$30, do the rear emergency brake pads and install the front brake pads-maybe 1 hour: $125. That comes up to $205, maybe $250 if he's a little slow. Like I said, a little high, but not that bad.
