Here's how we tackled it for our doggie:
1. Install an inflatable seat extender between the seats. This makes a large platform for the dogs.

2. Next install a pet hammock similar to this one:

This set up will allow both your pooches a comfortable place to travel, good visibility for them to look out the windows, and protection of your new investment.
