Yes a ruptured pipe would cause excess flow.
But the trip device is part of the big green nut on the hose....not part of the cylinder service valve.
Here is a link to an explanation of the problem as it relates to gas grills. Our 5th wheel also has a length of hose from each tank to the regulator. The OPD in the tanks "can" trip if opened too fast or as a result of a ruptured hose (or pipe) as is explained in the post. Never heard of a trip device in the nut. The regulator also has an overflow protection circuit built in.

Well//
That is a nice write up, well thought out BUT completely wrong in what a propane service valve with OPD does and how it works. The poster doesn't know/understand the OPD. The 'click' he can hear is the 'ball check---excess flow device' inside the ACME nut.
Read up on what an OPD is and how it works/what it is for HERE
OPD valve is not designed to restrict flow out of the cylinder, it's only designed to stop flow into the cylinder during the filling process. OPD equipped propane cylinders will allow liquid propane into gas lines and hoses if tipped over or inverted. Overfill Prevention Devices are not a safety mechanism used or actuated during cylinder usage.
