As far as the LED shop lights... they'd be nice.
BUT, it is unlikely that you'll use the LED's for hours per day in the shop.... long time, daily usage is where the LED's really shine. Your florsencets will do well there... I have them in my basement shop.
... I personally would put the expensive LED's in the living areas of the house where they will really be a money and electricity saver.
I'd make sure that the wiring in the new garage areas was set up for LED's in the distant future.... as it becomes more affordable.
My experience:
I don't think that I have an incandesent bulb in my house... my electric bill dropped a $98.80/month.... $1200 per year in 2010.... the electric company changed my meter... then questioned us... we show'd them our upgrades. They were about as impressed as we were at the time. It was a combanation of standard base,screw in, LED bulbs and CFB's.... that we added over time.
The flood lights outside the house are LED's too... on photocells with wall switches for complete shut down.
The LED rope lights I mention in an earlier post that I am using in my carport are inexpensive.... and provide plenty of walk around light for pennies a day.
(since there always seem to be the same doubters) I'd be happy to share all of the electric bills with anyone that has doubts that that the lights are worth it. The bills are set up on a "BPP" budget payment plan... where every month in the year is the same amount... then adjusted once a year for variations.
