I am soo not the weight police, but in this case I would go a little larger than the towing pamphlet would suggest. Having pulled many a two horse, four horse and gooseneck horse trailers in my days with a half ton Chevy and 3/4 Ford in the 80's, I am familiar with the towing dynamics of pulling livestock. My biggest issue is the type of driving you are exposed to in that area of Cali. Rapid stopping, stop/go traffic is going to challenge the brakes and the cooling package of the tow vehicle. While a two horse trailer is not going to be a real challenge to a properly equipped half ton pickup, under those conditions I would want more brakes, and better cooling than what a 1500 could provide. A later model 2500 Suburban if your looking for an SUV, or any 2500 pickup would give you some additional capacity of a 1500 variant. Also if you upgraded to four horse you would already have a suitable tow rig. Just for the record, a four horse pulls better in my opinion, they are longer, more stable, heavier axles usually and a bigger tack room. Lastly obviously if you need to pull someone elses horse you can do that.
