Controlling sway isn't the problem, preventing sway is. Op stated trailer was unloaded other than water. If fresh water tank is too far towards the rear you probably were way too light on tongue weight. Dealer was also wrong when he said length doesn't matter, it's a longer lever on a fulcrum point.
