I would consider an EFI Live tune long before intake/exhaust. On any modern diesel an intake/exhasust are larger than needed in stock form and really have zero to minimal effect on stock trucks.... despite aftermarket claims.
Heck of a 17" wheel! I didnt find those either.
Not sure on the restriction, but even before the restriction 17's had lousy ratings for their size.
Never thought about the 295/70R17 before but from Toyo's site it's 12"x33.3" inflated on an 8.5" wheel. I currently have the Dura Grappler 285/70R17E which is 11.5x32.8" and several 2500HD owners run the 285/75R17E Dura Grappler with just torsion keys turned up and that tires 11.6"x33.85".
I already have the Cognito Leveling kit which has raised the front end 2+", doesn't seem as though the 295/70R17 is that much of a stretch to think it'll fit. Extra .25" on each side and .25" more radius. Have to take some measurements lock to lock this weekend.
Wheel I have is the H2 17x8.5 8x6.5 wheel with 5.625" backspace. This is actually my truck pics on his site: GMC H2 Cepek wheels
