As to the trailer weight. If it truly is 4500lbs empty, then loaded should put you around 5800-6000lbs. That would give you an approx loaded tongue weight of 750lbs. There should be a sticker on one of the cabinet doors with the real unloaded weight and the trailers CCC. There should also be a sticker outside on the left front corner of the trailer with the VIN#, tire sizes and GVWR along with axle ratings. I do know the Gulf Streams of those years were very light weight. So it may be possible that it only has a 5500 lb GVWR.
Your Expedition will tow it no problem. Yes with a tall trailer you will run in 3rd gear at 3500 rpm. However that is where the motor is making its power so it is working as designed!
I would also suggest going through the brakes and wheel bearings to make sure they are in good working order. Repack the wheel bearings with new seals. And make sure the brakes are working properly, both with the brake controller in your Expedition (I hope you have one) and with the break away switch plunger pulled! (Disconnect the 7-way to the truck so you don't back feed and fry your brake controller. Then go through all the wiring and lights outside the trailer. You will also need a battery attached to the trailer to power the brakes with the break away pulled and the 7-way disconnected. (Not the one in the truck). The trailer must be able to stop itself in a breakaway situation.
