I installed a "euro-hitch" on my 2005 Passat Wagen TDI that could handle ~5000#, because you completely replaced the rear bumper bar and slid the new bar+hitch into the rails molded into the unibody. You did lose the integral shocks in the bumper though, so potentially more damage in low speed collisions.
I'm sure the OE hitches built into new SUVs and vans are similarly designed to handle their advertised weights. After market hitches ... maybe not.
