The blend door for 03's are electric. They can fail in either position. Right now mine is broken in the cold position. This is the 3rd one. It may well be the last. These are cheap parts with plastic gears and it's not if- but when because they will fail.
Many times people will tire of replacing them and simply unplug- as they make an annoying clicking sound as they search for position.
I don't know if you've owned your tv since new or not but if not, it may be unplugged.
The part number in your original post is for a blend door.
NOT saying it can't be an expansion valve.....
