Keeping a raptor in a vehicle full time will be in violation of her permit to own one. Not to mention inhumane. When the bird is not in flight training it is required they have a 'very' specific size flight cage that must be adhered to. Laws vary from state to state but here's just two of MANY requirements that she will be violating if she travels with this bird.
Permittee must notify .... in writing within five business days if the location of permittee’s raptor resident facility is changed.
"Raptors kept in the home must be tethered unless being moved into or out of the location in which they are kept. Raptors kept in these conditions must have access to outdoor facility of acceptable design which provides a suitable perch, water and protection from predators both wild and domestic,"
"A raptor may be transported or held in temporary facilities for a period not to exceed 60 days."
So as a parent maybe you can present the problems that living and/or traveling with her Hawk that will cause her to loose her falconer license and her permit to own the bird.
If she decides to stay on government land, national or state parks she will be scrutinized by Wildlife Officers at every turn. And by concerned wildlife and informed fellow campers regarding the Hawk.
