The drain fitting location on my fresh water tank is in the end of the tank about 3/4 to 1 inch up from the bottom. The pump pickup fitting is also located in the same way. This is a 60 gal. tank that...

Actually it would be quite easy to add a bottom port to any fresh water holding tank using a self sealing fitting such as this from Specialty Recreation.
That is a unique looking fitting. I wonder how well it works? With the "O" ring, it should work great. It sure would make an easy fix to the problem.
