If not should I fill and empty the fresh water tank from time to time, to keep the pump running and seals good?
We normally don't travel with water in the tank if we are stay in Florida and hook up to city water.
I'm just wondering if and what I should do to maintain the fresh water tank so when we do want to use it we are able.
When hooked up to City Water, it doesn't run through my water tank. Keep in mind, city water is pressurized and your (modern) fresh water tank isn't. You should have an electric pump to give you water flow through your system.
Most systems that I have seen have two check valves around the water heater that allows the fresh water tank to feed the water heater and other cold water pipes and another check valve from the city water. These are set up so that the fresh water pump shouldn't push water into the city water system and the city water system shouldn't push water back into the fresh water system but both of them can feed your inlet to your water heater along with all the other cold water pipes.
