In my experience, getting 11 mpg on any gas vehicle towing a TT is great, not terrible. Your 3,500 lb TT has about the same frontal area drag as a 8,000 lb TT.
I accept it as part of the cost of camping. The 6.4 does get better mileage than my previous 5.7, which was 8-9 mpg towing the same trailer. The 5.7 had 3.92 gears, for what difference that made.
