Look, I agree with you that as temperatures diminish, vaporization goes down. No argument. But to say that a half full 20 lb. cylinder will not run a furnace at 28f is just wrong.
Since the OP states that he had both tanks open, was running a furnace, a stove, and an oven, simultaneously, my best guess is that he has a regulator not functioning properly or a restricted flow in some part of the system.
