Since the OP states that he had both tanks open, was running a furnace, a stove, and an oven, simultaneously, my best guess is that he has a regulator not functioning properly or a restricted flow in some part of the system.
According to
this chart, at 30F a 1/4 full 20-lb tank will supply 15,700BTU/hr. The furnace in our unit is a 30k BTU and I think that is pretty common with newer units. Jayco is silent on the BTU's in his unit other than "High Performance Atwood heater".
Something has to give when it's supplying around 1/2 the BTU's that the furnace calls for. Especially if the OP is not sure if it was 1/2, 1/4 or less full.
