Yes and no.
The top step can be raised 2" which makes the last step into the TT 5 1/2" as opposed to the rest at 7 1/2". Maybe that's something that some (most?) can get used to? You can also lower the top step 2" which would make the last step into the trailer 9 1//2". What happens there though is that when raised up to 5 1/2", the step moves closer to the trailer body and there is no toe space. When you adjust the step to 9 1/2", the top step moves farther away from the trailer and there is about a 2" gap as you can see in the photo below. If the steps are adjusted to be level, the outer edge of a tread is about directly over the rear of the tread below. Stairs in a house have a 1" overlap (nosing) but you'll have one step out of sync with the others and by 2".
The bottom step is adjustable via the "all terrain landing gear". There's 4 detent thingies like on an awning arm. The thing is, the closest you can make the bottom step to the ground is 7 1/2". It can be raised vertically 3" by extending the legs using the detents in the legs. If your site slopes downhill at your entry door, you have 3" that you can adjust the bottom stair to which can be as high as 10 1/2" above the ground. But if the ground slopes uphill to your door, you cannot adjust that out using the landing gear.
Ideally, on level ground, you'd want the top step in it's middle position giving a 7 1/2" riser and the bottom step landing gear legs fully retracted to make the bottom step 7 1/2" above the ground. Then you have more freedom to adjust up or down somewhat. Better still would be if the bottom step could be adjustable lower to the ground like say to 5 1/2" for even more freedom to adjust.
With our particular TT, we are 1/2 way between needing a 3-step model and a 4-step model. We can't adjust the steps to have equal risers unless the treads have quite a slope to them. Some will have a trailer that is just about the right height off the ground and won't have the situation we do.
BTW, the stair assembly has 2 sets of mounting holes where it attaches to the trailer's frame outrigger brackets which are IIRC, 2" apart so you can move the complete set of step 2" closer or farther away from the doorsill.
