GM has a history of bad decisions. They will make millions in profit from the incentives that were given for building the plants, then dumping it as soon as possible. No employees to pay, get the stupid locals to pay for most of the building and opening expenses, then drop it all and put the money into their pockets, and leave all the rest for someone else to pay for. Nothing new, just the way they do business.
