Sounds flaky. Tow ratings "usually" have nothing to do with safety, it's usually about warranty and blowing your transmission, differential, etc.
Safety usually comes into play when you exceed your GVWR, axle ratings, or hitch ratings. Which sounds like you did already having a very heavy trailer made for a 3/4 ton truck and pulling it with a 1/2 ton truck instead. Hek the trailer will be over 8600 lbs when it's loaded unless you load it for a mouse.
BTW, the insurance statement makes no sense. So what if you pull a 6000 lbs trailer that is 38' long with solid side walls, and use no sway control. Are they going to drop you for towing unsafe??
