The tier level is a subcontractual relationship, it doesn't really matter if the product goes straight to the line. If you supply something directly to GM, that's 1st tier. 3rd tier would mean you supply something to company B, who supplies something (even if it's the same exact thing) to company A, who supplies something to GM.
