I'd guess probably sitting intact on top of the underbelly material. I doubt that the valves c/w cable and remote handles were totally left out on 2 tanks but the black tank one is there. Gotta be able to drain the black tank first then the grey (on the same outlet).
I would go look at identical units on the dealer's lot and see what they have and exactly where they are. The only way to fix this regardless is to remove part of the underbelly material. If they do, make sure the dealer re-installs it exactly the way the factory did. I have seen them throw it back in and held together with tape. It should be mechanically fastened and any penetrations should be sealed with expanding foam (black), not tape.
There just seems to be no end to how the factories mess up things or how dealers don't know what or how to do something.
