Shut off the power immediately and not not touch any metal parts while standing outside (RV or pedestal). Electrocutions have occurred in RVs from this very thing. Call the local electrical inspector and notify the CG manager or owner immediately. I'm not so sure that the power utility co. will do anything other than tell you to phone the electrical inspector.
Do not try and deal with this yourself. This is not only a serious safety issue, the inspection dept. may want to know if anyone did electrical work there and who it was. If the CG was notified about this and did nothing, if there was an injury or death they'd be liable.
