As said you still have a grounding problem. Unless I'm reading your reply wrong the electrician you hired verified this.
The shocks you and your friend were getting when you touched the pipe and trailer sounds like your ground attempts were not sufficient and you still became the ground.
Parking on wood will not help as the tires already insulate the trailer from the ground.
Really you need an electrician or a mobile RV tech that will come out, find, and
correct the problem.
I would unplug from the post until it is found and repaired.
