Based on your experience with removing the ground rods here are 2 links you could look at:
Earth potential rise and
ground-potential-rise I have see similar things but only near power substations. There could be a power fault AT the box or in the underground cable. The box ground could be hot.
A very simple test, often done by power company people, it to take a voltmeter with very LONG test lead wires and connect one to the box and touch the other probe to ground a various distances from the box, maybe 5, 10, and 20 feet away. I recommend wearing insulated gloves when doing this.
