This sounds all too familiar to me. In my case the electrician who first came to look at our 'shocking' issue was absolutely convinced the problem was within our trailer which was new at the time. It wasn't untiI I was able to plug into an adjacent campsite that I could convince the electrician and campground staff that the problem was within the park.
They finally brought in someone with the proper equipment to test for breaks underground who was able to pinpoint the issue. That's when they found the corroded ground.
