Perhaps, but perhaps not. It could very well have been negligence on the dealer's tech - drained the tranny for fluid change and got interrupted before putting the drain plug and new fluid in - or shift change - or trusted the wash boy to finish the job - or ... any number of other things could have happened.
I would highly doubt that ANY "dealer" really, really "changes" all fluids in ANY vehicle that they take on trade or bought at auction (they might check the levels but doubt they would change them). That would be one every expensive proposition to say the least especially if you are turning over hundreds or thousands of vehicles every year.
The odds are the car was a "trade" and the dealer simply pushed it out on the lot for sale as soon as the ink dried on the sales contract...
I would still run away from this deal...
