I hope the O.P. isn't depending on any tow vehicle to stop whatever the tow will be...in my opinion, drive vehicles are supplied with brakes equal to the stopping job of their various GVWR ratings. None should be depended on to supply braking power for any towed unit weighing much over about 500 pounds.
As far as I'm concerned, every trailer should be equipped with brakes equal to stopping it, regardless of the size of the tug.
