First of all, congrats on your new camper. We have a Starcraft 17rd and while it's not the fanciest camper, it has served us very well. Our fresh water tank is beneath the dinette bench. I removed the screws holding the plywood seat bottom down and drilled a 1" hole to make it easier to remove and winterized.
Our tank is very easy to fill. I can practically use full water pressure and nothing comes out of the tube until it's full. I would do what has been suggested, look at the vent. There may be something else obvious.
Oh, and the manual is wrong. There is no way to fill it using the pump, at least not from the city water connection.
