I think that is extremely exaggerated. That is China which emit cmore than twice the air pollutants than the US does which is a major reason why California air is so bad since the jet stream carries a lot of the air from China to the US west coast. Fact is, we will never be as bad as China because unlike them, the US NOx emissions has decreased dramatically since the mid 90's. So most of the smog problems in California is not due to our own diesel emissions.
