Help Identify Part

I am trying to identify, replace or order a replacement part. It is an odd part and the local RV dealer says he has no idea what it is for. To me it looks like a vacuum breaker. It is under the kitchen faucet at the end of two black hoses.
it is a white piece about 4in tall by 11.5 in wide. There is a plug (blue) and then there is a clip that keeps the plug in place. In the winter we take the plug out and blow out the lines. We have misplaced the clip. Either want to eliminate, replace or order the part.
