There is typically some type of "pointer" which points to the tank in use. It appears there is a plastic pointer on yours that is pointing to the tank on the right. The green flags indicate that tank is supplying the propane. It will turn red when that tank runs out. The changeover valve will automatically switch to the left tank. You will need to turn the pointer gismo toward the left tank at which time the flag will again turn green.
