x2 on what Steve said. Check out your thermostat first. My mechanical thermostat contacts were not making good connection and resulted in same symptoms you have. Check both the temp setting contacts as well as the on/off switch contacts if applicable. You could jumper around the switches to check them. Since there is no apparent reaction from the heater, I would first blame the easiest thing: Thermostat.
