EPA has very ridgid guidlines for how automakers arrive at the projected MPG ratings. Ford, nor any other manufacturer can arbitrarily assign their own rating. They MUST follow the EPA guidelines, or face punishment.
If the EPA test says 15 city, Ford can't decide they want to put 16 on the sticker, nor can they underrate the MPG and put 14 on the window.
The problems with Hybrids is the EPA testing cycle doesn't expose the weaknesses of high MPH driving, which is why Ford adjusted the MPG rating downwards on the Cmax after working closely with the EPA to establish more realistic numbers. Again, they had to get government approval to do this.
