I agree, that guy is impeding traffic. That type of driver should always stay in the right lane.

Cars and trucks are swirling/dodging around the RV on both sides attempting to get around/passed it. It is generally not a safe situation.
If only the slow moving vehicle would stay to the right traffic would flow much better.
