If you wish to travel at a slower pace that is fine, but you should do it in the far right or slow lane vs. camping out at a slower impeding speed in the center lane.
I agree if you are going to travel in the center lane, you need to step up your speed to prevent impeding traffic, otherwise stay in the right lane.
