For a 30k budget to tow 10k lbs I would go with a gas 3/4 ton that was as new and low mileage as I could get. That would be a used year or two old for 30k or stretch it a couple thousand and get a base model new one.
As others have said if you need 10 mpg towing then it probably won't happen with a gas truck. But if the intent of that statement was cost of operation then it is likely that a diesel won't pencil out on a cost analysis as costing less overall. The diesel will probably get 2 mpg better towing than the gas the gas will be around 7-9 and the diesel 9-11 towing.
When it comes to towing performance both will get the load there at roughly the same speed. I tow about 10k with a 2012 silverado 2500hd and it will tow 70 mph up a 5% grade. Speed is never a problem IF you are willing to let it rev. If you want to go the speed limit up a hill at 2500 rpm then a diesel is needed. If you are ok with 4-5k rpm here and there on hills then a gas will do just fine.
Also you didn't say where you are from. A diesel would also be preferred if you are going to be spending a lot of time at high elevation.
