I'd get a 3500 just for payload since most of us upgrade our trailers. We tow a 10K 5th wheel with a '05 f350 v10 and we have gotten 10 mpg when towing before. DH has to keep it around 60-65, but that takes a lot of nagging. Typically, we see around 8-9mpg.
My advise would be to get a low mileage V10 2005 or newer. We bought our truck 5+ years ago with 20K miles for under $17K. That's well under your budget and lots of money for gas. It has been a reliable truck. It does purr when climbing, but that doesn't bother us it loves to pull. Happy shopping drive them all and consider the montly note.
