Hooks on my counters

Either the previous owner or the one before them put many hooks into the kitchen counter top. They are along the back and front and are on the horizontal surface.

Is there some super awesome trick with these like running rubber bands between them to keep stuff secure? Trying to figure out if they serve a purpose before I remove them.
