I would be looking at the receiver rating as well. TW on the TT could north of 1000lbs all loaded up. OP could be over the trucks GVW and RAWR as well as receiver rating.
When you have these kinds of issues it take several tries to get it right. Take a weekend and use whatever time it takes to dial the WD in.
