Ok, I talked to Shurflo and they instructed me to make one full turn on the allen screw for the pressure regulator. This did stop the cycling of the pump when not in use. I also talked to Host and there is a 1/4 turn guard valve that must been shut when connecting to city water. It was not labeled like all the other valves are. When the valve is shut it will prevent water from flowing backwards into the tank. There is no inline check valve on this system that I could find. Only the suction and discharge check valves in the pump head which are just rubber flaps and allowed the water to flow through the pump.
Can you post a picture of when this valve is located in the basement? I'm having the same problem, and the water pressure when hooked up to city water is HORRIBLE, and I have had it to the dealer twice to try to solve the problem. The pump pressure is actually better than city water connection.......
