Please explain to me how you keep air in your water heater. Not possible, that's why there is a pressure relief valve.
An air space is maintained at the top of the tank. When you fill the tank there's no place for the air at the top to go so it maintains this area for expansion.
The TPO isn't there to release air, it's there to open in the event of either excess temperature (which destroys it) or pressure.
