Titling, even with the VIN, can be quite difficult in some states. Check with your state. Some states require showing written proof (bills of sale) not just for your legal purchase, but also want to see the bill of sale from when the person you're buying it from bought it in order to see that they also bought it legally. What they're mainly concerned with is making sure the vehicle was bought and sold legally throughout its lifetime. If it wasn't, then it's not legal for you or the seller to own it, or to sell it.
This comes up now and then in the classic car arena. There are many beautifully restored classic cars (so called "barn finds") that aren't road-legal because they can't be titled. People tow them to shows, run them on private tracks, etc ...
