Here's what the Idaho DMV website says about titling vehicles. If the vehicle was supposed to have a title and doesn't, it looks like you will be jumping through some hoops to get it done. It's less complicated than what GDE describes for PA but a lot of paperwork just the same.
What I don't know is if the vehicle is supposed to have a title...as KMP said, when NY started issuing titles in 1973, it only issued them going forward, not to vehjicles already on the road. So anything older than a '73 will not have a title in NY, and ownership is conveyed the "old way", namely signing the back of the registration over to the new owner along with a bill of sale. 'Course, NY didn't have pictures on driver's licenses until 1984....
