No title means it's almost worthless. Could have been stolen years ago and stashed...who knows what. A bill of sale is meaningless. Has no application in the world of titles. often they're nothing more than a handwritten note, nothing more. Check with with you State's DMV and get the real story on what you need to do. Every State is different..
