I did not intend to scare you but in many states getting a replacement title is a lot of hassle and expense. Not to mention you take all the risk that the DMV may or may not issue a new or replacement title.
If you have no intention of towing on public roads (IE hunting camp) then no title is not a big problem.
Too bad the owner is unwilling to find the title or even apply for a lost title.
As a few other posts have mentioned, this comes up often in the antique car circles. There has been a few states that have "titling companies" which you "sell" them the vehicle. They then will get a title issued to them in their state, then they "sell" it back to you.
Still a highly risky move.
The problem with this scheme is many states have gotten wise to these outfits and have been cracking down on these titling companies..
Your DMV is your best resource for your state, follow their steps 100% to the "T" and most likely you will be able to get a title.
I bought an antique car from out of my state, before I committed to the purchase I first asked my local Notary (PA requires all title transactions to be filled out and "notarized" by a authorized Notary). In my case I HAD to have a title which was signed by the seller AND NOTARIZED at the time the seller signed it.
Do you know how hard it is to find someone who Notarizes documents when the sellers state does not require that step? Even the seller had to do a lot of leg work just so I could transfer the title from out of state into PA!
